رييس كميسيون سياست خارجي مجلس: مذاكرات پنهان با آمريكا واقعيت دارد

In his opening remarks at the seasonal session of Iran's House of Political Parties (Khaneh-ye Ahzab) Mirdamadi says there was a time when enmity with the US was to Iran's benefit, "but today d‚tente is to our benefit." A theory current in Tehran is that conservative politicians, with Khamenei's consent, secretly explored the possibility of US-Iran talks in one or more meetings with US officials, but found that the two sides cannot reach an agreement. News of the contact(s) appeared as "rumors" in the official radio and television daily Jam-e Jam and the conservative daily Resalat. The recently banned reformist newspaper Bonyan followed the issue with articles questioning the wisdom of the official policy, which cost it its license. Majles MP's then called for breaking the taboo of talks with the US. (Alireza Taheri) Ivanov Seeks to Calm US Worries about Russia-Iran Arms Deals * In meetings with US officials Russian Foreign Minister Igor Ivanov seeks to calm US worries about Russia's transfer of weapons technology to Iran. Secretary (Shireen Famili) Iran's Share of the Caspian and Russian Navy Maneuvers * Defense Minister Shamkhani, in Moscow on an official visit, says that Russia's upcoming Caspian Sea maneuvers are a reaction to foreign forces (he does not specify the US). But Tehran University political science professor Ahmad Naqibzadeh doubts that the Russian maneuvers are in preparation for a possible confrontation with the US. He tells RFE/RL that pessimists, including him, believe that Russia, the US, and other industrial nations have agreed to coordinate policies towards Third World and Islamic countries. He says Iranian officials have made contradictory statements about Iran's share of Caspian Sea resources, though recently the foreign ministry has become more active on this issue. (Alireza Taheri) Crack in the Reformist Ranks * The pro-Khatami Participation Party of Islamic Iran (Hezb-e Mosharekat Iran-e Islami) won most of the seats in the central committee of the Majles pro-reform faction, and for the first time, the centrist, pro-Rafsanjani Construction Party (Hezb-e Sazandegi) did not vote with the Participation Party as a block. The central council election of the Majles reformists' faction - called Jebeh-e Dovom-e Khordad after the date of Khatami's first election to the presidency -- reveals new schisms in the reformist faction. The Islamic-leftist MP and former interior minister, Ali-Akbar Mohtashami, who used to head the reformist faction, either did not take part in the election or did not get enough votes. Behzad Nabavi was favored as the new leader of the faction. Also yesterday, Mohammad Hashemi, brother of former president Hashemi Rafsanjani, criticized Majles reformists, and for the first time, hinted that a division may split the Construction Party before the 2004 parliamentary elections. (Mehdi Khalaji) International Concerns about Pourzand's Health * Paris-based Reporters san Frontiers condemns the suppression of free press in Iran and says it is worried about the health of veteran journalist Siamak Pourzand, 73, sentenced to eight years in prison. (Amir-Mosaddegh Katouzian) * Pourzand may be facing the same destiny as Ali Akbar Saidi Sirjani, who died under suspicious circumstances while in custody of the Islamic Republic intelligence ministry during the second term of President Rafsanjani, says head of Iranian Society to Defend Human Rights, Abdolkarim Lahiji. (Shireen Famili) Police Arrest a Runaway Girls' Smuggling Network: The Flesh Market * Poverty, joblessness and bad influences contribute to a rise in smuggling of young girls. Members of a human sumggling network were recently arrested. Mahbubeh Abasqoli, editor of the women's magazine Farzaneh, says the problem is not as common in Iran as in neighboring countries. She tells RFE/RL that poor families sell their young daughters, but teenage girls run away on their own in search of jobs and opportunities abroad and fall prey to human smuggling gangs who sell them in the Persian Gulf countries as maids and prostitutes. Dr. Shiva Dowlatabadi, Tehran psychologist and head of the Tehran Society to Protect Children, tells RFE/RL that Islamic Republic security and law enforcement organs should act to prevent human smuggling. But she adds that, ultimately, education is the best preventive measure. (Mahmonir Rahimi) Privatization and its Obstacles The government's Privatization Organization is holding a two-day conference in Tehran with the help of the communications and energy ministries and the German technical cooperation institute to discuss obstacles to privatization. * Neither promises of high officials nor the many conferences and seminars have had any practical result, according to RFE/RL's economic commentator Fereydoun Khavand. Transferring factories to the private sector accomplishes little without the conditions required for the private sector to operate. These include respect for private property and contracts, a fairer, a more balanced labor law, a real capital market and an efficient banking system. (Fereydoun Khavand) Madrid Conference: Dialogue between Spanish and Iranian Cultures * Scholars from Iran, the US and Spain participated in the first Madrid conference on the dialogue between Spanish and Iranian cultures. (Behnam Nateghi) Weekly medical advice show (Dr. Mansur Moslehi, Los Angeles)عليرضا طاهري (راديوآزادي): رييس كميسيون امنيت ملي و سياست خارجي مجلس، در جلسه يي از واقعيت داشتن مذاكرات پنهان با آمريكا ياد كرد كه در آن علي آهني، معاون وزارت خارجه جمهوري اسلامي در امور اروپا و آمريكا نيز در آن حضور داشت. اما آقاي آهني، به رغم تكذيب هاي پي در وي وزارت خارجه درباره وجود گفت و گوهاي پشت پرده با آمريكا، به گفته هاي آقاي ميردامادي واكنشي نشان نداد. مسئله وجود چنين مذاكراتي، در پي انتشار خبري در روزنامه محافظه كار جام جم در همين زمينه، با جديتي بيشتر در روزنامه بنيان دنبال شد. روزنامه نورسيده بنيان از مذاكرات پنهان ميان جمهوري اسلامي با آمريكا با عنوان "قبرس گيت" -- محل احتمالي گفت وگو ها -- ياد كرد. بنيان روز شنبه گذشته با حكم سعيد مرتضوي، قاضي جوان دادگاه مطبوعات، توقيف شد. اكثريت قريب ب÷ اتفاق ناظران مسايل پي گيري "قبرس گيت" را در روزنامه بنيان، دليل اصلي توقيف آن روزنامه مي دانند، به خصوص كه اندكي پيش از توقيف بنيان، آيت الله علي خامنه اي رهبر جمهوري اسلامي ترجيع بند بيهودگي هر گونه گفت و گويي با آمريكا را تكرار كرده بود. نداشتن رابطه با واشنگتن و دشمني با آمريكا از آغاز پيروزي انقلاب در ايران، اندك اندك به جوهر وجودي جمهوري اسلامي بدل شد، و هربار، هر كس زمزمه كاستن ارزش اين جوهر را سر داد، به سختي مجازات شد. اما در پي آن كه رييس جمهوري آمريكا از جمهوري اسلامي با عنوان بخشي از "محور شرارت" در جهان ياد كرد، شماري از چهره هاي سياسي ايران، به خصوص از جناح اصلاحگرا، يادآور شدند كه تهران از دشمني با آمريكا نه تنها سودي نمي برد كه زيان هاي سنگيني را هم باييد بپردازد. همين يادآوري ها نشان مي داد كه نمايندگاني از جمهوري اسلامي مامور شده اند تا با گفت و گوهاي پنهان با مسوولان آمريكايي، پي آمدهاي مذاكرات آشكار با آمريكا را بسنجند. بگفته ناظران آگاه، اين مذاكرات با آگاهي كامل رهبر جمهوري اسلامي انجام گرفته است اما شكست همين گفت و گوهاي پنهان، آيت الله خامنه يي را ناگزير ساخت تا بار ديگر تاكيد كند كه گفت و گويي ميان ايران و آمريكا در كار نخواهد بود. تحليلگران مي گويند: علت اصلي شكست گفت و گوهاي پنهان با آمريكا اين است كه نمايندگان ايران در آن صرفا از برگزيدگان جناح محافظه كار جمهوري اسلامي بوده اند، جناحي كه آمريكا از آن با نام جناح انتصابي، نه منتخب مردم ايران، ياد مي كند. دكتر محسن ميردامادي نماينده اصلاحگراي تهران در مجلس نيز در گفته هاي امروز خود در نخستين نشست فصلي خانه احزاب ايران، تلويحا از همين واقعيت گلايه دارد و ياد آور مي شود:"مذاكره پنهان با آمريكا را بعنوان نكته يي منفي براي خودمان ارزيابي مي كنم و معتقدم جه اگر قرار بر مذاكره با آمريكاست، بايد اجماع در آن باشد، و اگر اين گونه نباشد ما بازنده خواهيم بود." دكتر ميردامادي همچنين مي پرسد: "بايد اين نكته را بررسي كرد كه چرا شايعه مذاكره با آمريكا تا اين اندازه در جامعه ايران مطرح است؟" آقاي ميردامادي، همزمان، بر خلاف هشدار گويي رهبر جمهوري اسلامي براي پرهيز از هر گونه گفت و گو با آمريكا، صريحا مي گويد: "ما امروز به يك نظام بدل شده ايم و بر اساس اقتضايات روز بايد سياست خودمان را ترسيم كنيم و البته بايد همه با اجماع باشد. زماني خصومت سازي با آمريكا در جهت منافع ما بوده است اما امروز ديگر اين طور نيست، بلكه امروز منافع ما در تنش زدايي با آمريكاست." مينا بهارمست (راديوآزادي): در اين حال، عبدالله رمضانزاده سخنگوي دولت محمد خاتمي وجود هر گونه گفت و گوي رسمي با آمريكا را تكذيب كرد اما احتمال وجود تماس هاي غير رسمي ميان دو طرف را مردود ندانست. شان مك كورميك، يكي از مسئولان آمريكايي، نيز امروز اعلام كرد كه خبر ارتباطات پنهان ميان جمهوري آسلامي و آمريكا را نمي تواند تاييد كند. بگفته آقاي مك كورميك، ايران و آمريكا، به گونه يي آشكار در باره مسايل افغانستان با يك ديگر در تماس اند.

محسن ميردامادي، رئيس كميسيون امنيت و سياست خارجي مجلس شوراي اسلامي امروز اعلام كرد برخلاف آنچه وزارت امورخارجه مي گويد، مذاكرات پنهاني با آمريكا انجام شده است. ناظران از گزارش هاي روزنامه ها و اظهارات ميردامادي چنين استنباط مي كنند كه مذاكرات پنهاني با آمريكا با آگاهي كامل آيت الله خامنه اي رهبر جمهوري اسلامي انجام گرفت ولي به سبب اينكه از ايران فقط افرادي از جناح محافظه كار در اين مذاكرات شركت داشتند، به نتيجه نرسيد. پس از آن بود كه رهبر جمهوري اسلامي اعلام كرد مذاكرات با آمريكا براي حكومت ايران سودي در بر ندارد. براي مطالعه متن كامل گزارش راديوآزادي در باره مذاكرات پنهاني مقامات جمهوري اسلامي با آمريكا دگمه متن فارسي را كليك بزنيد.
