(Amir-Mosaddegh Katouzian) Who Imported the Contaminated Meat? It is still not clear who imported more than 100 tons of contaminated meat that had been distributed in 8 provinces of Iran. A special court set up to investigate the case summoned the head of the national veterinary organization. (Sazeman-e Dampezeshki). * Tehran journalist Hasan Akbarnia tells RFE/RL that meat import licenses are issued by the agricultural crusade (Jihad-e Keshavarzi) ministry, the veterinarian examination has oversight, and the healthcare ministry issues consumption licenses. The three organizations blame each other for negligence. The contaminated Indian meat had been illegally imported from Persian Gulf Arab countries and distributed in Iran in trucks without refrigerators. (Shireen Famili) Bar Association's National Gathering * The 11th conference of the national bar association met in Shiraz today to defend fair trials, lawyers' immunity to prosecution, and press freedom. Farideh Gheyrat, a board member of the Tehran bar association, tells RFE/RL that article 17 of the bar association independence law holds lawyers immune to prosecution by regular courts, and only the bar association's tribunals have the authority to revoke a lawyer's law license. She adds that through the efforts of the bar association, the suspension of the license of Mohammad-Ali Dadkhah was repealed. Dadkhah is one of the six lawyers sentenced to jail terms and suspension of their law licenses for representing political activists and journalists. (Farideh Rahbar, Cairo)ايران اين هفته يك گام ديگر به نقطه عطفي نزديك مي شود كه بسياري انتظار ان را ميك شند ولي نمي دانند سمت و سوي آن چه خواهد بود. مجلس قرار است اين هفته درباره اين دو لايحه راي گيري كند -- دو لايحه اي كه دولت محمد خاتمي در جهت بيشبرد اصلاحات مورد نظر خود ارائه داده حسابي كه دولت و جناح اصلاح طلب بر روي اين دو لايحه باز كرده اند، تا حدي است كه هنوز تصميم گيران اصلي در جناح راست، از اظهارنظر رسمي خودداري كرده اند. با اين حال، مخالفت قلبي آنها با اين دو لايحه بر كسي پوشيده نيست، زيرا اين مخالفت از زبان تمامي روزنامه ها و مسئولان رده پايين جناح راست بيان شده است. از سوي ديگر، از گفته هاي سياستمداران دوم خردادي چنين بر مي آيد كه لايحه اصلاح قانون انتخابات و لايحه تبيين اختيارات رياست جمهوري آخرين تيرهاي تركش آنها در مقابل محافظه كاران حكومت است. هر چند مسئولان دوم خردادي، براي پيشگيري از تنش هاي غير ضروري، از تهديدهاي قبلي خود به خروج از حاكميت عقب نشيني كردند، اما ظاهرا به اين نتيجه رسيده اند كه ديگر نخواهند توانست رد شدن دو لايحه را تنها با سكوت يا اعتراض برگزار كنند. اما ناظران بيش از آنكه حدس بزنند برنامه اردوي آشفته اصلاح طلبان در صورت رد شدن دو لايحه چيست، به واكنش شخص محمد خاتمي، رييس جمهوري اسلامي، چشم دوخته اند. آيا محمد خاتمي تا حد استعفا پاي اين دو لايحه ايستاده است يا همچنان كوتاه خواهد آمد؟ هر گاه اين سئوال از سخنگوي دولت و معاون آقاي خاتمي شده، آنها با طفره رفتن، از دادن پاسخي صريح، گفتند دليلي ندارد دو لايحه رد شوند. اما مشاوران محمد خاتمي هر كدام يك حرف مي زنند. در حالي كه چندي پيش آقاي تاجيك، از مشاوران رييس جمهوري اسلامي گفته بود آقاي خاتمي استعفا نخواهد داد اما روز گذشته آقاي حجاريان، ديگر مشاور رييس جمهوري گفت او استعفا خواهد داد. چه اين پيش بيني ها بخشي از جنگ رواني دولت با محافظه كاران براي مبهم گذاشتن قضيه باشد چه نشاندهنده مبهم بودن قضيه براي خود دولت، بهر حال محمد خاتمي كارتهاي خود را رو نميكند انگونه كه تصميمگيران جناح راست هم نكرده اند. اين هفته مجلس درباره كليات دو لايحه دولت راي گيري ميكند. پس از تصويب شدن كليات توسط اصلاح طلبان كه قطعي به نظر مي رسد، كميسيون هاي تخصصي مجلس روي جزئيات دو لايحه بيشتر كار خواهند كرد تا براي تصويب نهايي به مجلس بفرستند. ازاينجا به بعد است كه هر اتفاقي بيفتد، نتيجه كار را به گونه اي متفاوت رقم مي زند. عده اي از ناظران بر پايه روال معمول در جمهوري اسلامي مي گويند اصلا رسيدگي به دو لايحه آنقدر كش داده خواهد شد تا دوره محمد خاتمي تمام شود. برخي هم معتقدند شوراي نگهبان يا مجمع تشخيص مصلحت دو لايحه دولت را ناكام بگذارند. برخي پيش بيني هاي ديگر اين است كه شايد لايحه اصلاح قانون انتخابات رد شود، ولي لايحه اختيارات رييس جمهوري با تغييرات فراوان تائيد گردد. بالاخره عده اي هم مي گويند شايد به مانند ماجراي اصلاح قانون مطبوعات، آيت الله خامنه اي، رهبر جمهوري اسلامي، شخصا وارد عمل شود تا دو لايحه را از دستور كار مجلس خارج كند. اين اولين بار نيست كه تحليلگران سياسي شرايط جمهوري اسلامي را بسيار حساس و سرنوشت ساز ارزيابي مي كنند و ايران را "آبستن حوادث" جديد مي بينند. اما فرق شرايط كنوني با شرايط قبلي اينست كه اين بار جناح اصلاح طلب با موضعگيري هايي كه داشته، خواسته يا ناخواسته، مشروعيت ادامه كار خود را به سرنوشت اين دو لايحه گره زده است.
