Diplomats in Tehran say Iran temporarily avoided a major diplomatic crisis, until the release of the IAEA&apos;s report next month. (Maryam Ahmadi) • The contradictory remarks about Iran&apos;s suspension of its uranium enrichment program and its decision to sign the additional protocol made by the Islamic officials during the past few days are only meant for domestic consumption, Tehran University political science professor <b>Sadeq Zibakalam</b> tells <b>Radio Farda</b>. (Jamshid Zand) <b>Interior Ministry-Guardians Council Conflict on Elections</b> • The approval of the qualifications of the applicants for candidacy in the Majles elections is the job of the Guardians Council, and the interior ministry should simply send to proper legal venues those who object to the Guardian&apos;s Council rejection of their qualifications. The interior ministry continues to object to the Guardians Councils&apos; provisional offices, which began to gather information on people likely to apply for candidacy in the Majles elections. However, the supreme administrative court of justice ruled that the Guardians Council was within it rights as the only constitutional overseer of the elections and the only interpreter of the constitution to exercise its right to vet the applicants for candidacy. (Shirin Famili) <b>Majles to Discuss Bill to Ban Closing of Newpapers</b> • The Majles will deliberate on the emergency of a bill that would outlaw summary closing of newspapers by the judiciary, Isfahan MP Rajabali Mazroui announced yesterday. The press law set a limit of six month for temporary closing of a newspaper, but judiciary&apos;s ban on many newspapers continues since three years ago, he added. He said the new bill limits temporary closing of newspapers to only 10 days. (Ali Sajjadi) <b>Nationalist-Religious Activists Protest Jail Terms for Three Colleagues</b> • In a letter to President Khatami, 26 members of the nationalist-religious coalition asked him to investigate the recent announcement by judiciary spokesman Gholamhossein Elham who said three nationalist-religious members have been convicted of crimes and are serving their sentences. The three, Hoda Saber, Taqi Rahmani and Ali Alijani were arrested in June and were said to have been charged with anti-regime activities. The jailed activists have been denied access to their families or lawyers for the past two months, said the letter. The judiciary spokesman had said that his statement was based on a the report of a presidential probe committee, but two cabinet ministers named as the committee members said they had no knowledge of any presidential investigation of the jailing of the nationalist-religious political activists. (Fereydoun Zarnegar) <b>Jailed Berkley Professor Says He May be Released</b> • Jailed UC Berkley professor Darioush Zahedi called his mother in Tehran from the Evin prison, and told her he was about to be released, director of the advocacy group American-Iranian Council (AIC), and Rutgers University economy professor <b>Houshang Amirahmadi</b> tells <b>Radio Farda</b>. “We don&apos;t know who was the prison official that told him he would be released,” adds Amirahmadi. Evin prison is an unpredictable place, he says, hoping that Zahedi&apos;s would not meet the fate of Canadian-Iranian photojournalist who died from head injuries she suffered in custody. The intelligence ministry last month arrested Zahedi, West Coast coordinator for AIC, but released him after investigation. He was then arrested and jailed by the judiciary on spying charges. (Amir Armin) <b>Iran Pledged $300 Million to Iraq&apos;s Reconstruction</b> • At the international donors&apos; conference in Madrid, Iran offered a $300 million credit to Iraq, and pledged to share its oil facilities with Iraq. The Abadan refinery has the capacity to process 350,000 barrels of oil per day, which can be sold to Iraq, foreign minister Kamal Kharrazi said on his return from Spain. Iran&apos;s offer also includes “project financing for various priority sectors indicated by the Iraqi authorities, as well as provision of goods, equipment and services,” he added. The gas price hike would only make sense if it is combined with direct assistance to the needy, he added. The negotiations have entered the final stage, Kuwaiti oil minister Sheikh Ahmad al-Fahd said (Jamshid Chalangi) <b>Iran to Keep Names of Top al-Qaeda Detainees Secret</b> • Iran said it would keep secret the names of top al-Qaeda leaders it said it has in custody. The Islamic government gave the UN a list of 2500 al-Qaeda detainees it has already deported to their countries of origin, including to Saudi Arabia. “Regarding the people who are in Iran, the Islamic republic prefers not to disclose their names because of the security issues,” foreign ministry spokesman Hamid Reza Asefi said on Sunday.
