بيانيه كنگره سراسري جبهه مشاركت ايران اسلامي: بحران مشروعيت و اعتبار حكومت

It quoted an opinion survey that 81 percent of young people in Iran believe Islam is not what the ruling clerics portray. The same survey shows Khatami is twice as popular as other officials, including the Supreme Leader. Habibollah Askaroladi, general secretary of the conservative "Heyat Motalefeh-ye Eslami," said Mosharekat sided with the US in its statement. (Mehdi Khalaji) * The economic section of the Mosharekat statement was the clearest, best structured and most decisive platform that an Iranian political organization, inside or outside the regime, has put forward in support of free markets and the globalization process, according to RFE/RL's Paris-based economic commentator Fereydoun Khavand. The statement lists structural flaws of Iran's economy: state control, dependence on oil income, monopolies and protectionism; and enumerates the present difficulties: lawlessness, insecurity, brain drain, capital flight, a lack of judicial and economic security, political instability and multiple decision-making centers. Mosharekat says in its statement that instead of distribution of wealth, the economic policy should focus on production of wealth. Head of Majles Constitutional Rights Committee Condemns FMI Sentences * MP Hussein Ansari-Rad, head of the Majles constitutional rights committee, said the interrogation and trial of the members of nationalist party Freedom Movement of Iran (FMI) were illegal since they were held in secret and without jury. Mohammad-Ali Dadkhah, lawyer of FMI member Ahmad Sadr Haj Seyyed Javadi, former justice minister and a FMI founder, says his client has been sentenced to flogging. He tells RFE/RL that the revolutionary court judge Hasan Babai was prejudiced against the accused. Fourteen months after the arrest of 54 FMI and nationalist-religious coalition members, Tehran revolutionary court ordered FMI to dissolve and sentenced 33 of defendants to jail sentences between 4 months to 10 years. (Amir-Mosaddegh Katouzian) Reactions to Siamak Pourzand's TV Confessions * Reformists called last Friday's televised press conference of the jailed veteran journalist Siamak Pourzand, 72, a scripted performance, but conservatives said Pourzand voluntarily repeated his "confessions" on TV. MP Hossein Ansari-Rad, head of the Majles constitutional rights committee, said the judiciary's staging of Pourzand's TV "confessions" was not lawful. Reformist MP Reza Yusefian said confessions obtained in captivity are unreliable. Reformist journalist Ahmad Zeydabadi, whom Pourzand identified in his confessions as one of his contacts, said the TV confession was an extension of the propaganda organized by the conservative daily Keyhan. Reformist MP Majid Ansari, a member of the leftist association of militant clergy, said that if anti-regime activities such as Pourzand's had really taken place without detection for 22 years it shows the incompetence of the government's security and intelligence organizations. (Golnaz Esfandiari) Conservative Theoretician's Defense of Clerical Rule * The leading conservative theoretician Ayatollah Mohammad-Taqi Mesbah Yazdi said in a speech at the Mahdieh mosque in Hamedan yesterday that the ruling Islamic jurist, "vali-ye Faqih," or the Supreme Leader of the Islamic Republic, is the representative of the Shiite's Hidden Imam and questioning his legitimacy is equal to doubting God's uniqueness, a sin punishable by death. Shiites believe that the Hidden Imam is the only righteous ruler. (Mehdi Khalaji) Cyprus Returns Iranian Asylum Seekers Home * The post-September 11 immigration reforms have transferred the administration of political refugees from the UN to the Cyprus government, says a spokesman of the Iranian political refugees committee in Nicosia. (with Jean Khakzad, Paris)مهدي خلجي (راديوآزادي): جبهه مشارکت ايران اسلامي در بيانيه پاياني سومين کنگره خود آورده است ريشه اصلي همه بحران هاي موجود، بحران مشروعيت و اعتبار است که به معناي عدم پذيرش ارزش هاي رسمي حاکم نزد عموم است. به نظر جبهه مشارکت، نظام سياسي در ايران اکنون دچار بحران مشروعيت است و بنابر آمار رسمي از نظر جوانان مهم ترين فرد و الگوي سياسي، محمد خاتمي رئيس جمهوري با سي و هفت درصد است و در مقابل تمامي افراد شناخته شده انقلاب حدود 15 درصد را به خود اختصاص داده اند. جبهه مشارکت در توضيح بحران هويت و باورهاي ديني از جمله آورده که روحانيت به عنوان يک گروه مرجع براي ارائه نظرات ديني، نزد جوانان بعد از اعضاي خانواده، روشنفکران ديني، دانشگاهيان و دوستان، در رده پنجم قرار دارد و هشتاد و يک درصد جوانان معتقد هستند که دين آن چيزي نيست که روحانيان مي گويند. جبهه مشارکت در بيانيه خود تصريح کرده که وضعيت موجود مطلقاً به حال کشور مفيد نيست و مي توان آن را به زمين گيري سياسي تشبيه کرد که هيچ کدام از طرفين با شرايط موجود امکان پيشروي ندارند. به نظر جبهه مشارکت وضع موجود پايدار نيست و شاخص هاي عيني و ذهني مويد اين ناپايداري است. جبهه مشارکت تأکيد کرده که ادامه اين وضع دير يا زود با اضمحلال مواجه خواهد شد. جبهه مشارکت عقيده دارد در صورتي که موانع اصلاحات برطرف نشود چاره اي جز خارج کردن سرمايه اصلاح طلبان يعني رأي و مشروعيت مردمي از ساختار موجود نخواهد بود, چون در اين صورت بايد به نقطه تصميم رسيد و عطاي چنين حضوري را به لقايش بخشيد و فعاليت خود را خارج از ساختار قدرت ادامه داد, قدرتي که فاقد مباني مشروعيتي کافي است. به نظر حزب مشارکت, تعيين زمان چنين تصميمي مستلزم اقدامات هماهنگ تري از طرف اصلاح طلبان و استفاده از حق قانوني رفراندم نيز هست, ضمن آن که تبعات منفي احتمالي آن به مراتب کمتر از مسيرهاي ديگر ارزيابي مي شود. از سوي ديگر محمدرضا خاتمي دبيرکل جبهه مشارکت و نايب رئيس مجلس شوراي اسلامي در گفت و گويي با خبرگزاري دانشجويان ايران گفته است با توجه به اختيارات و قدرت اندکي که اصلاح طلبان دارند, مطمئناً قبل از خروج از حاکميت, از همه ظرفيت ها استفاده خواهيم کرد. در عين حال حبيب الله عسکراولادي, دبيرکل جمعيت موتلفه اسلامي و از سران محافظه کاران در نامه اي به محمد رضا خاتمي, مواضع محمدرضا خاتمي را ناسازگار با مواضع محمد خاتمي رئيس جمهوري و داراي نوعي ابهام همگرايي با آمريکا توصيف کرده است. آقاي عسکراولادي در آغاز نامه اش اظهار اميدواري کرده که تشکل هاي خودي بر پايه محورهاي اعلام شده از طرف آيت الله خامنه اي يعني اسلام, نظام جمهوري اسلامي, خط امام و ولايت فقيه وفاق ملي داشته باشند. آقاي عسکراولادي در نامه خود مواضع حزب مشارکت درباره فروپاشي اجتماعي, خروج از حاکميت, بن بست اصلاحات و رفراندم را نگران کننده خوانده است. دبيرکل گروه محافظه کار موتلفه در نامه خود به آقاي خاتمي نوشته است نمي خواهيم نام شما و سرنوشت حزب شما در تاريخ ايران در شمار کساني و گروه هايي قرار گيرد که در مقابل انقلاب و مردم ايستاده اند. نامه آقاي عسکراولادي قبل از صدور بيانيه حزب مشارکت و به تصريح خود او به قصد تأثيرگذاري بر آن نوشته شده است. در محافل سياسي ايران گفته مي شود, لحن بيانيه حزب مشارکت و هم چنين نامه دبيرکل هيات موتلفه اسلامي نشان دهنده اوج تنش ميان جناح ها در ايران است. نامه آقاي عسکراولادي, به نظر شماري از تحليل گران مي تواند در ادامه پيشنهاد قبلي محافظه کاران درباره به حاشيه راندن سازمان مجاهدين انقلاب اسلامي ارزيابي شود. شدت و شتاب رويدادهاي هفته اخير, به ويژه محکوميت اعضاي نهضت آزادي و نيز محکوميت رئيس کميسيون امنيت ملي و سياست خارجي مجلس شوراي اسلامي به زندان, فشار سياسي بر اصلاح طلبان را افزايش داده و مساله خروج از حاکميت را بيش از گذشته مطرح کرده است.

تشكل سياسي اصلاح گراي «جبهه مشارکت ايران اسلامی» كه برادر رئيس جمهوري اسلامي، محمد رضاخاتمي، دبيركل آن است، در بيانيه پايانی سومين کنگره سراسري خود نوشت ريشه اصلي همه بحران هاي موجود، بحران مشروعيت و اعتبار است که به معناي عدم پذيرش ارزش هاي رسمي حاکم نزد عموم است. جبهه مشاركت با استناد به يك نظرخواهي در بيانه خود نوشت: محمد خاتمي دوبرابر ديگر شخصيت هاي جمهوري اسلامي در ميان جوانان محبوبيت دارد. جبهه افزود 81 درصد جوانان معتقدند دين آن چيزي نيست که روحانيون حاكم مي گويند. حبيب الله عسکراولادی، دبيرکل تشكل محافظه كار «جمعيت موتلفه اسلامی» مواضع جبهه مشاركت را همگرائي با آمريكا توصيف كرد.

در همین زمینه
