<b>Guardians Ask Experts for 400 Percent Budget Increase</b>
* The conservative Guardians Council rejected the 24 billion rial budget approved for it by the Majles and asked the arbitration body, the Assembly of Experts, to approve 160 billion rials instead. The Majles sent the budget bill to the Assembly of Experts for final approval, after it resisted the Guardians' suggested amendments and omissions. Former MP and Paris-based analyst Ahmad Salamatian tells <b>Radio Farda</b> that budget appropriations by any organ other than the Majles is a violation of the Islamic regime's constitution. <b>Iran Recalls its Buenos Aires Charge d'Affairs</b>
* Iran recalled the Charge D'Affairs of its embassy in Buenos Aires, a day after recalling the ambassador, in reaction to the arrest warrants issued by the Argentine judiciary against former intelligence minister Ali Falahian and former education minister Ali-Akbar Parvaresh and two Iranian diplomats for their alleged involvement in the 1994 bombing of a Buenos Aires Jewish center that killed 85. <b>MPs Call for the Expansion of Investment Markets</b>
* In a letter to President Khatami, 80 Majles MPs called for measures to improve the economy by facilitating electronic investment and developing provincial stock markets, according to the Abadan MP. (Fariba Mavedat)
<b>Kadivar Regrets Language of the Repeal of Aghajari's Verdict</b>
* In a speech at the Tehran Teachers' college, reformist cleric Mohsen Kadivar, criticized the language of the appeals court's verdict that struck down Aghajari's death sentence. Speaking at the school where Aghajari taught history before his arrest on charges of insulting Islam, Kadivar said nobody had asked the court to release Aghajari because he is mentally ill. The court had said in its review of a Hamedan court's death verdict that Aghajari could be released from jail only after a psychiatrist confirmed his mental illness. A court in Hamedan had sentenced Aghajari, a board member of the leftist Mojahedin of the Islamic Revolution Organization (MIRO), for his speech on Islamic Protestantism at a Hamedan mosque, during which he criticized clerical rule and the Shiite principle of religious emulation. Kadivar said Aghari shares a cell with an armed drug smuggler in the Hamedan jail. (Shireen Famili)

مجلس شوراي اسلامي بودجه شوراي نگهبان را 2 ميليارد و 400 ميليون تومان در نظر گرفته بود اما شوراي نگهبان با رد اين مبلغ، 16 ميليارد تومان مطالبه كرد كه اينك بايد به تصويب مجمع تشخيص مصلحت برسد. دكتر احمدسلامتيان، فعال سياسي ملي گرا، نماينده سابق مجلس شوراي اسلامي و تحليلگر امور ايران در پاريس، در مصاحبه با راديوفردا مي گويد هر نوع درخواست بودجه اي ازهر ارگان ديگري غير از مجلس خلاف قانون اساسي و خلاف الفباي قانون اساسي نويسي در جهان است. وي مي افزايد در خواست بودجه از مجمع تشخيص مصلحت خلاف قانون اساسي است و هم خلاف شرع است چون بودجه به ملت متعلق است و وضع بودجه و دخل و تصرف در آن بدون موافقت مجلس امري جز تجاوز به مال غير و غصب اموال ملت نيست كه نشان مي دهد فقها و حقوقدانان در شوراي نگهبان نه از حقوق اساسي و نه از اساس معناي حقوق نسبت به مايملك افراد و بيت المال و اينكه چه كسي حق دخالت در امور مالي مردم را دارد، هيچ نوع آشنائي و ملاحظه ندارند. مجلس شوراي اسلامي بودجه شوراي نگهبان را 2 ميليارد و 400 ميليون تومان در نظر گرفته بود اما شوراي نگهبان با رد اين مبلغ، 16 ميليارد تومان مطالبه كرد كه اينك بايد به تصويب مجمع تشخيص مصلحت برسد. دكتر احمدسلامتيان، نماينده سابق مجلس شوراي اسلامي و تحليلگر امور ايران در پاريس، در مصاحبه با راديوفردا مي گويد هر نوع درخواست بودجه اي ازهر ارگان ديگري غير از مجلس خلاف قانون اساسي و خلاف الفباي قانون اساسي نويسي در جهان است.
