<b>Authorities Threaten Resigning MPs and Election Officials with Criminal Prosecution</b>
• The headquarters of the armed forces joint chief of staff, the inspector general's office, the Islamic Revolutionary Guards Corps and judiciary chief Ayatollah Mahmoud Hashemi-Shahroudi threatened government officials in charge of elections that refusing to hold the elections on the scheduled time would be punished with criminal prosecution. Their threat came one day after the Supreme Leader banned resignations as unlawful and un-Islamic, and said delaying the elections would not be tolerated not even for a single day. The reformists did not back out, as more joined the MPs who resigned yesterday after 26 days of sit-in at the Majles to protest against the Guardians Council's ban on their reelection, bringing the total number of resigned MPs to 130. The MPs are certain that behind-the-scenes negotiations have had no result, deputy speaker of the Majles and secretary of the reformist party the Participation Front (Jebheh-ye Mosharekat) Mohammad-Reza Khatami said, referring to President Khatami and Majles Speaker's meeting with the Supreme Leader and judiciary chief Shahroudi. Several reformist clerics, equal in religious ranking to the Supreme Leader but lacking his political authority, countered him, nevertheless, by issuing opposite religious decrees. Sanandaj MP, a Sunni cleric, said voting in the February 20 elections is a religious offense. Reformist senior Shiite cleric Ayatollah Bojnourdi, a member of the society of militant clerics (Majm'a Rowhaniyoon Mobarez), said Guardians Council's mass disqualification of election candidacy applicants was a violation of religion. Head of the Majles complaints committee Tehran MP Hossein Ansarirad, who is a mid-level cleric, said by banning MPs from reelection the Guardians Council committed a capital sin. • The Supreme Leader's support for the Guardians Council turned the Councils' dispute with the reformist MPs into an open confrontation with the Supreme Leader himself. The reformists said they will continue to protest the disqualifications and boycotted the elections. Their position placed President Khatami in a difficult position. If he succumbs to the Supreme Leader and holds the elections, his popularity will sink to the level of the Supreme Leader's popularity And, if he resigns to join the protesting reformists, he would risk deepening the biggest crisis of the Islamic regime's 25-year history. While the conservatives appear united and determined to hold the elections, the reformist camp is divided. Even if President Khatami's interior ministry bulks at holding the elections, the armed forces, or other organs controlled by the conservatives, will hold them on the appointed day. The Khatami government feels obliged to take a more moderate position than the protesting MPs, but it eventually will have to decide whether to hold the elections as dictated by the Supreme Leader, or resign. ماه منير رحيمي(راديو فردا) به رغم دستور اخير آيت الله خامنه اي که استعفاي نمايندگان مجلس و مسئولان دولتي غير قانوني وغير شرعي است اصلاح طلبان مجلس همچنان به مواضع خود پافشاري مي کنند و گفته اند که در انتخابات مجلس هفتم در اول اسفند ماه شرکت نمي کنند. با اين حال هواداران رهبرجمهوري اسلامي در تشکيلات حکومتي جناح راست به دفاع از سخنان وي برخواستند و اصلاح طلبان را به برخورد تهديد کردند.
کيوان حسيني(راديو فردا): بيش از همه خبر ها در آخرين روز تحصن نمايندگان در ساختمان مجلس، مهمترين خبر جاي خالي رئيس جمهوري اصلاح طلب بود. بعد از حمله جدي رهبر جمهوري اسلامي به اصلاح طلبان که عملا تمامي تلاشهاي آنان را بي نتيجه ساخت، عليرغم انتظار ناظران محمد خاتمي هنوز ديوار سکوت معنا دار خود را نشکسته است و هيچکس از موضع عاليترين مقام مسئول اجراي انتخابات در روز اول اسفند ماه خبر ندارد.
اصلاح طلبان که با همه خواسته هايشان پشت سر سختي مواضع شوراي نگهبان ناکام مانده بودند خواهان تعويق انتخابات بودند، اما هم اکنون نه تنها نمي توانند انتخابات را به تعويق بيندازند، بلکه تمامي مديران اجرائي دولت در پي سخنراني رهبر جمهوري اسلامي، که استعفا را حرام شرعي خواند، روز گذشته شاهد تهديد هاي جدي نيز بودند.
ستاد کل نيروهاي مسلح، سازمان بازرسي کل کشور، سپاه پاسداران انقلاب اسلامي و شخص رئيس قوه قضائيه منشا اين تهديدها بودند. بيانيه هاي سازمانهاي نظامي و قضائي از سوي و سخنان رئيس قوه قضائيه از سوي ديگر بيانگر يک نکته بود. در صورتيکه مجريان انتخابات چه در کابينه چه در سطوح پائين تر، استانداران و هيات هاي اجرائي از مسئوليت خود، چنانکه پيش از اين گفته بودند استعفا بدهند، بايد منتظر محاکمه قضائي باشند. اخلال در انتخابات در کنار آنچه که با استناد به سخنراني رهبر جمهوري اسلامي فعل حرام تلقي مي شود جرم اصلاح طلبان مستعفي خواهد بود.
اما روز گذشته اصلاح طلبان که پانزده روز پيش از برگزاري انتخابات از اين رقابت سياسي جا مانده اند، نه تنها کوتاه نيامدند، بلکه برخي از آنها با همان سلاح مذهبي رهبر جمهوري اسلامي، با محافظه کاران مقابله کردند. هر چند از نظر جايگاه و نفوذ مذهبي هيچکدام از اين اظهار نظرها قدرت اجرائي حكم رهبر جمهوري اسلامي را در مقام سياسي اش ندارد، اما همان ادبيات مذهبي در بسياري از اظهار نظرها ديده شد.
نماينده سني مذهب سنندج شرکت در انتخابات را براي سنيان حرام خواند، آيت الله بجنوردي از اعضاي مجمع روحانيون مبارز تاکيد کرد رد صلاحيت ها در شوراي نگهبان غير شرعي است.
همچنين حسين انصاري راد، روحاني نماينده اي که در اين چهار سال رئيس کميسيون اصل 90 مجلس بود، نيز نه تنها رد صلاحيتها را غير شرعي خواند بلکه بر خلاف اسلام و گناه کبيره توصيف کرد.
اصلاح طلبان در روز گذشته در اظهار نظرهاي خود با پافشاري بر مواضع خود حملات گسترده اي را در پاسخ به سخنان رهبري سامان دادند. آقاي انصاري گفت که رئيس جمهوري حق ندارد که انتخابات را در اول اسفند ماه برگزار کند، چون او براي اجراي قانون اساسي قسم خورده است.
محمد رضا خاتمي سخنگوي متحصنين نيز در پايان تحصن گفت که نمايندگان مطمئن هستند رايزني ها به برگزاري انتخابات آزاد و دمکراتيک منجر نخواهد شد. وبر خلاف انتظار همگان، نه تنها هيچيک از نمايندگان استعفاي خود را پس نگرفتند بلکه تعداد نمايندگان مستعفي به 130 نفر رسيد و افزايش يافت.
در اين ميان موضعگيري بي سابقه شوراي نگهبان براي دور کردن اصلاح طلبان از قدرت به حدي شکاف سياسيون جمهوري اسلامي را عميق و آشگار ساخته که به نوشته سايت «بازتاب» محافظه کاران در ميان خود نيز دچار اختلافاتي شده اند. کمااينکه که تحليلگر اين رسانه وابسته به محافظه کاران ميانه رو، صريحا به انتقاد از شوراي نگهبان پرداخته و اقدامات اين شورا را ضربه اي جدي به محموعه نظام جمهوري اسلامي ارزيابي کرده است. در پي آنكه رهبر جمهوري اسلامي، ضمن مخالفت با تعويق تاريخ انتخابات، استعفا را حرام شرعي و خلاف قانون قلمداد كرد، ستاد کل نيروهاي مسلح، سازمان بازرسي کل کشور، سپاه پاسداران انقلاب اسلامي و شخص رئيس قوه قضائيه اصلاح طلبان معترص و مستعفي را به اتهام اخلال در انتخابات به محاكمه تهديد كردند. ولي نماينده سني مذهب سنندج شرکت در انتخابات را براي سنيان حرام خواند، آيت الله بجنوردي عضو مجمع روحانيون مبارز تاکيد کرد رد صلاحيت ها در شوراي نگهبان غير شرعي است. حجت الاسلام حسين انصاري راد، رئيس کميسيون اصل 90 مجلس، نه تنها رد صلاحيتها را بر خلاف اسلام و گناه کبيره توصيف کرد. محمد رضا خاتمي، سخنگوي متحصنين، در پايان تحصن گفت که نمايندگان مطمئن هستند رايزني ها به برگزاري انتخابات آزاد و دمکراتيک منجر نخواهد شد. تعداد نمايندگان مستعفي مجلس به 130 نفر رسيد. سايت اينترنتي محافظه كار بازتاب نوشت اقدامات شوراي نگهبان ضربه اي جدي به محموعه نظام جمهوري اسلامي است.
