Iran&apos;s lack of cooperation with the IAEA may be referred to the UN Security Council, but punishment may not include military action for the moment, she adds. She also rules out an Israeli attack on Iran&apos;s nuclear facilities, and says diplomatic efforts have increased to pressure Iran to cooperate. (Amir Armin) • Russian atomic energy minister Alexander Rumyantsev postponed his trip to Iran after Iran and Russia failed to reach to agreement on the return of Bushehr nuclear plant&apos;s spent atomic fuel to Russia. (Mani Kasravi, Moscow) <b>Reformist Candidates Quit Elections</b> • In the past three days, a total of 550 candidates in Tehran and major cities pulled out of running in the February 20 Majles elections, in protest against mass disqualification of nearly 3,000 reformist candidacy applicants, including leading reformist Majles MPs. Hundreds of independent candidates, approved to stand in the elections by the Guardians Council, were among those who dropped out. Meanwhile, Mashhad MP Ali Tajernia, who resigned his seat along with 120 of 290 Majles MPs, warned against widespread election fraud. He said the conservatives may claim that 40 million of the total 45 million eligible voters turned out in the elections, since the Guardians Council&apos;s election supervision boards have tripled their staff in a bid to take over the vote counting from the interior ministry&apos;s election executive boards. Many are being trained on how to erase election stamps in IDs, produce duplicate IDs and make fake IDs. Meanwhile, spokesman of the Islamic Revolutionary Guards Corps (IRGC) Masoud Jazayeri expressed satisfaction with the Guardians Council&apos;s move to prevent the reformist faction from regaining its majority in the Majles. Responding to resigned Tehran MP Behzad Nabavi, who had compared the upcoming elections with the controlled Majles elections under the Shah, Jazayeri said we hope that we would not be witnessing the return of misled elements to sensitive positions. (Amir Armin) • Thirty-four reformist Tehrani candidates withdrew from the February 20 Majles elections. Meanwhile, 26 reformists, including Majles speaker Mehdi Karrubi and MPs Majid Ansari, Elian Hazrati, Jamileh Kadivar, Rasoul Montajebnia, Mahmoud Doai, Soheila Jelodarzadeh and Alireza Mahjoub, representing reformist clerics, centrists and pro-labor parties, formed a new coalition, Iran-e Farda (Iran of tomorrow coalition), and began campaigning for a list of 26 candidates. The conservatives plan to bring 320,000 voters to Tehran for their campaign called “clerical rule, knowledge and wisdom,” warned an Internet news site close to the reformists. (Fereydoun Zarnegar) • In a resolution jointly introduced by all four major parties, the Bundestag urged German government to press for participation of all candidates, including the banned candidates, in the Majles elections, Berlin-based commentator <b>Mehran Barati</b> tells <b>Radio Farda</b>. The German parliamentarians said the Islamic government&apos;s violations of the people&apos;s democratic rights should not be ignored in the name of security concerns. They called on the German government to hold dialogues about the demands of Iranian people, not only with the reformist faction of the Islamic regime, but also with Iranians opposed it. (Maryam Ahmadi) • The European Parliament said in a resolution that elimination of the reformist candidates would make elections “unfair.” (Baktash Khamsehpour) • Iran does not allow any foreign government to interfere with the elections, foreign minister Kamal Kharrazi said in Rome after a meeting with Italian foreign minister Franco Frattini. (Ahmad Ra&apos;fat, Rome) • The young people and students would abandon the Islamic government in the elections, Irvine based chairman of the society for democracy in Iran <b>Ali Shakeri</b> tells <b>Radio Farda</b>. The aggregation of the people&apos;s demands will not allow the conservatives to return dictatorship to Iran, he adds. (Fereydoun Zarnegar) • The Supreme Leader called on voters to turn out in force for the February 20 elections. “People&apos;s presence at the polls will make the country and the nation&apos;s future immune to the enemies&apos; aggression and further impudence,” he said in a speech at the official Friday prayer ceremony at Tehran University. “The elections will be a slap in the face for them,” he said, speaking of unnamed “enemies.” Iran&apos;s scientific advances have made the world worried, he added. The enemies are concerned about the appearance of another Japan in the shape of the Islamic Republic, the Supreme Leader said. (Mahmonir Rahimi) • The Guardians Council&apos;s local elections supervision boards have no right to interfere in the execution of the elections, Tehran governor said, calling “questionable” the supervision boards&apos; assigning as many personnel to voting stations as the executive boards. The European Union spearheaded a push to admit Iran at a meeting of the agency&apos;s ruling General Council on Wednesday, backed by a cross section of rich and developing countries. Other countries that spoke in support of Iran included China, India, Venezuela, Malaysia, Indonesia, Pakistan, Switzerland and New Zealand. Tanzania took the floor on behalf of an informal group of developing countries. (Leyli Sadr) . مريم احمدي (راديو فردا): روز گذشته جان بولتون ، معاون وزارت امور خارجه آمريکا، نگراني واشنگتن را از ادامه برنامه هاي هسته اي ايران اعلام کردو گفت تهران همچنان به غني سازي اورانيوم ادامه مي دهد. همزمان سازمان بين المللي انرژي اتمي اعلام کرد طرح دستگاه هاي گريز از مرکزي در ايران کشف شده است که ايران بر خلاف تعهد خود وجود آن ها را اعلام نکرده بود. موضوع را با خانم رز گاتمولر، کارشناس منع گسترش جنگ افزارها در بنياد كارنگي در واشنگتن در ميان گذاشتيم. او مي گويد: رز گاتمولر (کارشناس منع گسترش جنگ افزارها در بنياد كارنگي در واشنگتن): ايران به تلاش براي دستيابي به جنگ افزارهاي هسته اي ادامه مي دهد و به نظر من کشف دستگاه هاي گريز از مرکز P2 در ايران به برکت حضور بازرسان تسليحاتي ملل متحد نشان مي دهد که ايران اين دستگاه ها را ارائه نکرده است. به نظر من اين کشف تاييدي است بر حقيقت نگراني که جان بولتون ابراز کرده است. اکنون اين مساله مهم است که ايران به شفاف کردن برنامه ها و همکاري هاي واقعي با بازرسان ادامه دهد. امير آرمين (راديو فردا): در پاسخ به اين سوال که اگر ايران همکاري نکند و بگويد استفاده از برنامه مسالمت آميز هسته اي و غني کردن اروانيوم حق آن کشور است، چه خواهد شد؟ خانم گاتمولر مي گويد: رز گاتمولر: به نظر من چنان رفتاري شديدا مغاير گام هاي اميدوار کننده اي است که در ماه اکتبر ايران برداشت و در فصل پائيز ادامه داد. ايران موافقت کرد با وزيران امور خارجه فرانسه، بريتانيا، و آلمان همکاري کند و غني کردن اورانيوم را متوقف سازد و به صورت واقعي با جامعه بين المللي همکاري کند تا نگراني ها درباره برنامه هاي هسته اي خود را از بين ببرد، ولي چنان رفتاري شديدا با موضع مثبت حکومت ايران مغايرت دارد و مي تواند به پيامد هاي جدي منتهي گردد. ا.آ: مي پرسيم مثلا کدام پيامدها؟ و رز گاتمولر مي گويد: رز گاتمولر: در وحله نخست مساله در هيات مديره سازمان بين المللي انرژي اتمي مطرح مي شود و به باور من کاملا امکان دارد اگر ايران کاملا همکاري نکند، موضوع به سرعت به شوراي امنيت سازمان ملل متحد احاله شود. ا.آ: در پاسخ به اين سوال که آيا عمليات نظامي هم عليه ايران در دستور کار دولت بوش قرار دارد، مي گويد: رز گاتمولر: من باور ندارم که اقدام نظامي بخشي از گزينه اي باشد که در حال حاضر مد نظر باشد. آمريکا کاملا دلمشغول بازسازي عراق است و رئيس جمهوري و يا هر کدام از رهبران دولت چنان گزينه اي را جدي نمي گيرند و من فکر نمي کنم به نيروي نظامي توسل جسته شود. ا.آ: در پاسخ به اين سوال که آيا اسرائيل ممکن است تاسيسات اتمي ايران را مورد حمله قرار دهد، خانم گاتمولر مي گويد: رز گاتمولر: مي دانيد با توجه به سابقه بمباران تاسيسات هسته اي اسيراک در عراق توسط اسرائيل، اين تصور وجود دارد که اسرائيل با استفاده از نيروي هوايي تاسيسات هسته اي ايران را بمباران کند. اين يک تهديد بعيد به نظر مي رسد. در حال حاضر که فعاليت هاي ديپلماتيک شدت گرفته است، فکر نمي کنم اسرائيل بخواهد دست به چنان عملي بزند. در پي اعلام نگراني آمريكا از احتمال ادامه فعاليت هاي هسته اي پنهاني جمهوري اسلامي، و در واكنش به آن، خانم رز گاتمولر، کارشناس منع گسترش جنگ افزارها در بنياد كارنگي در واشنگتن در مصاحبه با راديو فردا مي گويد: به نظر من کشف دستگاه هاي گريز از مرکز P2 در ايران نگراني آمريكا را توجيه مي كند . مهم است که ايران به همکاري هاي واقعي با بازرسان ادامه دهد. وي مي گويد عدم همكاري در اين زمينه مي تواند به پيامد هاي جدي منتهي گردد و موضوع به سرعت به شوراي امنيت سازمان ملل متحد احاله شود. وي امكان حمله نظامي آمريكا به ايران، بدليل گرفتاري اين كشور در عراق و امكان حمله اسرائيل را بدليل حضور ديپلماسي فعال بين المللي بعيد مي داند.
