The Guardians cited a 1998 letter from the Supreme Leader asking the Majles not to reform any aspect of the press law. In the past, the reformist MPs had criticized the Guardians Council for rejecting Majles legislations based on the decrees of the Supreme Leader. (Mehdi Khalaji) Le Monde on Iran's GNP * In today's world economy supplement, French daily Le Monde estimated Iran's GNP at $113 billion, and its per capita income at $1,750, a tenth of Kuwait's and Israel's and half Lebanon's. (Fereydoun Khavand, Paris) Payam Cartel's Losses Hurt Thousands of Small Stockholders * Mounting losses at the Payam Industries, one of Iran's wealthiest cartels, has brought it to the brink of bankruptcy, wiping out investments of thousands of individual stockholders. Payam's stock dropped in the Tehran stock exchange nearly 65 percent, trading at 1500 rials today, down from 5000 rials four years ago. Tehran stock market expert Alireza Ahmadi tells Radio Farda that Payam, the importer of Ahmad Tea and other tea and coffee brands, was nationalized after the revolution. But in 1992 the concern was sold by the government at a low price and on long-term credit to a group of former commanders of the Islamic Revolutionary Guards. The buyers included the chief of staff of the former IRGC commander Mohsen Rezai. During the past ten years, Ahmadi adds, Payam turned into a major holding company by acquiring NEC color television plant, a motorbike manufacturer, an ad agency and a producer of chemicals, among other companies. He says he does not know how the company could be losing money considering its profitable holdings. (Jamshid Zand) Computer Vote Counting in Local Councils Elections * Interior ministry's official in charge of the local councils elections Mohammad-Ali Moshfeq said the ministry plans to use computers for vote counting during the upcoming local council elections. Some of the members of the nationalist opposition party Freedom Movement of Iran have registered to become candidates in the local council elections, even though the judiciary had ruled MFI an outlaw political organization. Moshfeq said he has not received any official letter barring MFI members from taking part in the elections. The number of people who applied to stand for election to the more than 170,000 local council seats was reportedly half of the last election four years ago. The pro-reform party Jebheh-ye Mosharekat-e Iran-e Eslami (the Islamic Iran Participation Front) said it has not finalized the list of its candidates. Former interior ministry deputy in charge of elections Mostafa Tajzadeh, former publisher of several banned reformist newspapers Hamid-Reza Jalaipour and Zohreh Aghari, wife of death-row professor Hashem Aghajari, are among the top candidates of the Mosharekat party for the Tehran city council. Aghajari's death sentence could be knocked down if one more of the three supreme court judges rules against it. Aghajari, a board member of the leftist Mojahedin of the Islamic Revolution Organization (MIRO), was jailed last June after a speech in Hamedan on Islamic Protestantism, during which he criticized the clerical rule and the Shiite practice of religious emulation.
