<b>Leader Calls for Re-Investigation of Election Candidates</b>
* The Supreme Leader encouraged voters to take part in the local Islamic councils' elections, but called for an investigation into the qualifying process of "unsuitable people" for the elections, and said voting for them would not be valid. Unlike the Majles and presidential elections, candidates for municipal and rural councils are not vetted by the Guardians Council.
* Political activist Mohsen Sazegara who was thrown in jail last week for calling for constitutional reforms and criticizing the Supreme Leader's policy, tells <b>Radio Farda</b> that the Supreme Leader's warning turns voters away, since they fear their votes might be nullified. Sazegara, who is not running as a candidate, is nevertheless in the elections as the mayoral nominee of a group of candidates under the rubric of a new coalition. He says post-election revaluation of the candidates may or may not take place, depending on the election results.
* London-based activist Farrokh Negahdar, a former leader of the Marxist-Stalinist anti-Shah guerilla group the Fedaiyan-e Khalq, who has been active in the past weeks in promoting voter participation in these elections from his base in London, tells <b>Radio Farda</b> that the Supreme Leader, as the absolute ruler, has the power to carry out his threat, even though all candidates were legally validated by the interior ministry. <b>Police Release Tehran Candidate Said Haqi</b>
* Independent journalist, a candidate in the Tehran municipal election Said Haqi was released. He had been arrested on Wednesday. Haqi's name appears on the list of a new coalition of opposition activists headed by Mohsen Sazegara. (Ardalan Niknam)
<b>Low Voter Turnout Marks the Second Ever Municipal Elections</b>
* Voter turnout in the second election since the revolution for the local Islamic councils was reportedly low across the country. Around 218,000 candidates, including some 6,000 women, had registered to stand for over 100,000 seats in the second ever local council elections since the 1979 revolution. More than 75,000 supervise the work of 58,000 voting stations across the country. (Siavash Ardalan)
* Tehran-based journalist Shayan Jaberi tells <b>Radio Farda</b> that the voting stations he visited in the north and north west of Tehran were empty and he heard similar reports from fellow reporters who visited voting locations in downtown neighborhoods. (Siavash Ardalan)

* Ahavaz-based journalist Mojtaba Gachsarian tells <b>Radio Farda</b> that not only was voter turnout low, but reporters noticed flagrant irregularities, including voting with multiple IDs and the presence of candidates in polling centers.

* Isfahan-based political activist Fazlollah Salavati tells <b>Radio Farda</b> that in several voting stations downtown there has been some activity, but in general the voter turnout is obviously much lower than the last few elections. <b>BBG Director Condemns Jamming of <b>Radio Farda</b> Signal</b>
* US Broadcasting Broad of Governors (BBG) director Ken Tomlinson answered questions about US-sponsored radio and television broadcasts in the Middle East on Thursday at the Senate foreign relations committee. He tells <b>Radio Farda</b> in an interview following the session that the jamming of <b>Radio Farda</b>'s signal by the Islamic regime is inexcusable and shows the regime's fear of our programs. <b>Caspian States End Baku Conference with No Agreement on Legal Regime</b>
* Participants at the 8th session of deputy foreign ministers of the Caspian Sea littoral states ended their Baku meeting without reaching any agreement. Washington-based marine law expert and Caspian scholar Bahman Aghai-Diba tells <b>Radio Farda</b> that Iran continues to press for a 20 percent share in the Caspian resources, while the other four countries subscribe to a Russian plan to divide the seabed along the shorelines, which would net Iran a 13 percent share. سياوش اردلان (راديوفردا): يكي از ويژگيهاي اين دوره از انتخابات شوراهاي اسلامي شهر و روستا، استقبال سرد مردم نسبت به دورههاي قبلي بود. بازار انتخابات رونق چنداني نداشت و بسياري از گزارشگران از شهرهاي مختلف ايران مشاهدات مشابهي در باره حالوهواي سرد انتخاباتي در ايران، گزارش کردند. ابتدا به پايتخت ميرويم، درتهران، که مسئولان ستاد انتخابات وزارتکشور اعلام کردند که مهلت رايگيري را درايران تمديد کردند و آن را دوساعت افزايش دادند، اما شايان جابري، روزنامهنگاردر تهران، در مصاحبه با راديوفردا ميگويد با توجه به سردبودن فضاي انتخاباتي، لزومي به تمديدمدت انتخابات نبود. وي ميگويد: معمولا وقتي تمديد بايد صورت گيرد که مردم از شدت ازدحام در حوزههاي رايگيري، نتوانسته باشند رايهاي خود را به صندوقها بريزند. وي ميگويد نه تنها ازدحامي نبود، بلکه صف معمولي هم در حوزههائي که او نگاه کرد، ديده نميشد. وي ميافزايد: من الان حولوحوش ميدان ونک هستم، خيابان ملاصدرا، اينجا هم اتفاق خاصي نبود. وي ميافزايد در مناطق جنوبي تهران مراجعه نکرد ولي از ديگران شنيده است که در جنوبشهر هم استقبال از انتخابات مثل شمالشهر ناچيز است. وي ميگويد حدود ساعت چهارونيم بعدازظهر بود که يک منبع موثق اعلام کرد تا آن ساعت چيزي در حدود 100 هزار راي ريختهشده به صندوقهاي راي گيري در تهران. وي ميافزايد: عدم استقبال قابل پيشبيني بود، ولي انتظار ميرفت در دو سه روز آخر اتفاقي بيافتد، بمب خبري بترکد، که مردم را به شور و هيجان بياورد، ولي متاسفانه نشد.
انصافعلي هدايت، روزنامهنگار در تبريز ميگويد با تمديد مدت رايگيري، حضورمردم در پاي صندوقهاي راي در تبريز چشمگيرتر بود و کمي بيشتراز صبح مردم خانه ها را به سوي صندوقهاي رايگيري ترک کردند. وي ميگويد: الان که تمديد شده بسياري که از کساني که به دلايلي مردد بودند، الان به صندوقهاي راي مراجعه کردند و در بعضي مساجد، 10 الي 12 نفري هستند که دارند راي ميدهند. وي ميگويد حداقل در سه مسجد افزايش مراجعه کنندگان مشاهده ميشد ولي مي افزايد: تلويزيون تبريز نتوانستند از يک حوزه انتخاباتي فيلمي تهيه کند که راي دهندگان را نشان دهد و به همين جهت با خبر انتخابات تبريز، تصاوير بارش برف را نشان ميدادند. وي مي گويد استقبال نسبت به انتخابات سالهاي پيش از يک پنجاهم هم کمتر است.
روز هاي آينده که شمارش آرا آغاز خواهد شد، مي توان ميزان استقبال واقعي را دريافت. در کرمان، محمدصادق طاهري، روزنامهنگار در کرمان ميگويد استقبال از انتخابات شوراهاي اسلامي شهر و روستا، در روستاها بيشتر از شهرها بود. وي ميگويد: عليرغم اينکه شاهد حضور مردم نسبت به انتخابات گذشته يک مقدار کمتر باشد، و اين را در شهر به وضوح ديديم، ولي حضور مردم در روستاها خوب بوده و خيلي بيشتر از گذشته با شدت بيشتر شرکت کردند. وي ميافزايد عدهاي از کانديداهاي مستقل، که تجربه چنداني در امورسياسي نداشتند، با شيوه تبليغاتي خود باعث شدند که مردم واکنش نشان دادند. مثلا همه درختها و طبيعت شهر را خراب کرده بودند، و مردم ميگفتند کسي که ميخواهد در شورا سازندگي کند، از تبليغاتش دارد خرابکاري ميکند.
کيفيت تبليغات انتخاباتي از دلايل عدم استقبال مردم از انتخابات شوراها بود. عملکرد شوراها درچهارسال گذشته و همينطور درگيريهاي جناحي هم بهعنوان عوامل ديگر ذکر خواهند شد.
در اهواز، مجتبي گهساريان، ميگويد در اين شهر، نه تنها استقبال مردم چشمگير نبود، بلکه تخلفات انتخاباتي هم ديده ميشد. وي ميگويد: به علت عملکرد ضعيف دوره اول شوراي شهر براي بيش از 60 درصد از مردم مشخص بود، بسياري از مردم شرکت نکردند اما جامعه ايراني يک طوري است که در آخرين دقايق هم ممکن است در پاي صندوقهاي راي بروند. عدم کارآئي مناسب باعث شده که مردم به پاي صندوقهاي راي نروند و انتخابات را به نوعي تحريم بکنند. حتي در بين روزنامهنگاراني که کانديدا شده بودند، نزديک به ده نفر به طور دستهجمعي در اعتراض به عملکرد رئيس شوراي شهر اهواز انصراف خودشان را اعلام کردند. وي مي افزايد: در مورد تخلفات، يک ساعت پيش که به چندتا حوزهها رفتم، مشاهده کردم که بعضا يک جوهائي شناسنامههاي ديگران را دستهجمعي از روستاها يا از شهرهاي اطراف ميآوردند و راي ميدادند. حتي پاي يکي از صندوقهاي راي، شاهد حضور سه تا از کانديداهاي مطرح شهرستان اهواز بودم، در حاليکه اين يک تخلف محسوب ميشود.
مشاهدات مشابهي را ديگر روزنامهنگاران از شهرهاي ديگر ايران داشتند در مورد سردي فضاي انتخاباتي که به علت تنگي وقت نميتوانيم به آنها بپردازيم ولي گروههاي سياسي در روزهاي آينده ميشود پيشبيني کرد که براي اثبات تحليلهاي خود به آمار حضور کم مردم در انتخابات استناد خواهند کرد. يكي از ويژگيهاي اين دوره از انتخابات شوراهاي اسلامي شهر و روستا، استقبال سرد مردم نسبت به دورههاي قبلي بود. بازار انتخابات رونق چنداني نداشت و بسياري از گزارشگران از شهرهاي مختلف ايران مشاهدات مشابهي در باره حالوهواي سرد انتخاباتي در ايران، گزارش کردند. در بعضي از حوزه ها، تخلف انتخاباتي مشاهده شد.
