Reacting to the Argentine international warrants, the Islamic regime recalled its ambassador to Argentina, and a government source told Reuters&apos; news agency that Iran is considering recalling its Charge d&apos;Affairs as well; complete severance of diplomatic relations with Argentina has not been ruled out. (Mahdieh Javid) * Quoting Argentine sources, the New York Times reported that the Supreme Leader Ayatollah Ali Khamenei and former President Hashemi Rafsanjani authorized the Buenos Aires bombing and paid for it. But the Argentine judge refused prosecutor&apos;s request to issue warrants for their arrests. (Amir Armin) <b>US Expresses Concern over Iran&apos;s Nuclear Projects</b> * US State Department spokesman Richard Boucher said on Monday that Iran has secretly developed facilities to enrich uranium. Foreign ministry spokesman Hamid-Reza Asefi denied US charges that the uranium enriching plant is a part of a nuclear weapons development project. (Massud Malek) * After briefings from inspectors from the International Atomic Energy Agency (IAEA), US officials expressed surprise and alarm at the rate Iran has been developing its nuclear capabilities, writes the Washington Post. (Amir Armin) * "IAEA is playing a legalistic game interpreting its charter as narrowly as possible to allow the maximum amount of nuclear activity, that frankly is dangerous," according to Henry Sokolski, director of The Nonproliferation Policy Education Center in Washington, D.C., a former US Defense Department official. He tells <b>Radio Farda</b> that IAEA has a narrow definition of its mandate. IAEA spokesman Mark Gwozdecky tells <b>Radio Farda</b> that the Standard Safeguard Agreement based on which IAEA operates in most countries is "fairly limited," allowing IAEA inspectors access to only some nuclear sites. He adds that the supplemental agreement which IAEA director Muhammad Elbaradei asked Iran to join last month during his first visit to Iran, gives IAEA "the kind of authority and mandate to go to many more places and get much more information so that we can truly say that a country&apos;s nuclear program is for nuclear purposes." Sokolsi says Iran is technically in violation of the UN agreement, because it did not report to IAEA the importation of material. He says, "This confirms suspicion that Iran was seriously pursuing uranium enrichment program." (Amir Armin) <b>Turkmen President&apos;s Tehran Visit</b> * Turkmen President Saparmurat Niyazov, in Tehran on a two-day visit, discussed the Caspian Sea legal regime with President Khatami, but according to Caspian expert and Virginia University marine law professor Bahman Aghai-Diba, Niyazov&apos;s visit would not yield any breakthroughs in the deadlocked negotiations between Iran, Turkmenistan and the other three Caspian littoral states Aghai-Diba tells <b>Radio Farda</b> that the Russian proposal on division of the seabed, would leave Turkmenistan and Iran with the smallest shares, 17 percent and 13 percent respectively. He adds that during Niyazov&apos;s visit, instead of grand gas and oil pipeline projects, Iran would focus on agreements on smaller oil and gas "swap" deals. (Maryam Ahmadi) <b>MPs Protest Government&apos;s Deal with UAE on Abu Mussa</b> * Tehran daily <i>Hamshahri</i> reported that a group of MPs voiced concern over a secret agreement that the Islamic government has allegedly signed with UAE over the administration of the Persian Gulf island of Abu Mussa, but no information became available on the government&apos;s deal or the reason for the MPs&apos; concern. Abu Mussa and two other Persian Gulf islands, are at the center of territorial dispute between UAE and Iran. (Alireza Taheri) <b>Students Stage Separate Sit-ins at Khajeh-Nassir University</b> * A group of Tehran&apos;s Khajeh Nassir University students announced today that it would continue its sit-in for a second day to protest against the policies and appointments of the school&apos;s vice president for student affairs. Member of the central committee of the Khajeh-Nassir University&apos;s student Islamic council Jamal Zahedpour tells <b>Radio Farda</b> that several sit-ins are or have been in progress in that university. One sit-in, staged by the members of a the Isllamic Revolutionary Guards Corps&apos; Basij unit, is protesting permissive social environment of the university, which allows social contact between male and female students. A newly found student Islamic society called Kootah staged a sit-in at the student affairs building two weeks ago. He says the student Islamic council&apos;s sit-in, which continues today, is a protest against the university&apos;s vice president for student affairs, whose policies are ineffective and has stacked his departments with appointees from a certain political faction. (Bahman Bastani) <b>Police Accuse Arrested Critics of Distribution of Banned Films</b> * In the first official statement since the arrests of four film critics 13 days ago, Police chief Mohammad-Bagher Ghalibaf accused them of distributing porno films on CD-ROMs. (Foreign movies are often termed as "pornographic" in the Islamic regime&apos;s official jargon.) Tehran reporter Shahyan Jaberi tells <b>Radio Farda</b> that they waited 13 days to announced what the police chief says was found on the day of the arrest. He adds that the arrested critics worked for respected journals, were jury members in film festivals, and it is hard to believe that they sold porno films for a living. He says police officials told a cultural ministry delegation who met with them to inquire about the arrest of film critics that possession of banned movies is illegal, even if that movie is a cinematic masterpiece. (Mahmonir Rahimi) <b>Press Court Sentences Journalist Zeydabadi to 13 Months in Jail</b> * Tehran press court sentenced Tehran-based reformist journalist Ahmad Zeydabadi to 13 months in jail and five years suspension of his rights. Zeydabadi, who often appears on <b>Radio Farda</b> to comment on political issues in Iran, tells <b>Radio Farda</b> that the verdict is aimed at severing his relations with the daily Hamshahri, where he has been employed as a senior editor; and prevent him from teaching in the university. (Amir-Mosaddegh Katouzian) <b>Khatami&apos;s Brother Visits Yemen</b> * President Khatami&apos;s brother Mohammad-Reza, deputy Majles speaker, arrived in Yemen for an official visit at the helm of a parliamentary delegation which included Tehran MP Ali-Akbar Mousavi-Khoeini.
