He added that the timing of his July 9 visit which coincides with the anniversary of the police attack on student dorms, was accidental. (Ahmad Ra&apos;fat, Rome) <b> Iran-Sponsored Iraqi Shiite Leader Rejects Iran&apos;s Model</b> • The Supreme Council for the Islamic Revolution in Iraq (SCIRI) does not plan to establish a version of Iran&apos;s Islamic regime in Iraq, brother of SCIRI leader <b>Abdel Aziz Hakim</b> says on Friday. Lahiji, head of the society to defend human rights in Iran, supplied names and background information to the delegation, headed by French judge and prisoners&apos; rights advocate Louis Joinet. He tells <b>Radio Farda</b> that the UN delegation found that, in the case of political prisoners, laws against torture and maltreatment of prisoners were disregarded. It added, despite its interest in importing gas from Iran, India is unlikely to invest in the 1740 km, $4 billion pipeline. (Mani Kasravi, Moscow) <b>Expediency Council Calls for Revising Foreign Investment Law</b> • Head of the Expediency Council&apos;s macro economy unit Davoud Danesh Jafari said the foreign investment protection and promotion law needs to be revised in order to be rid of its ambiguities. The statement came a week after the Supreme Leader called for attracting foreign investment as a means to boost the economy. The law took effect last year after the Expediency Council revised the Majles-approved, government version which had been rejected by the Guardians Council. (Fereydoun Khavand, Paris) <b>Senior Conservative Cleric Says Reformist Officials Incited Students</b> • In today&apos;s sermon at Qom&apos;s official Friday prayer ceremony, head of the Assembly of Experts Ayatollah Ali Meshkini said some reformist officials incited the 10-day pro-democracy protests. “Unfortunately some members of the Islamic regime had a hand in the recent shameful turmoils,” Meshkini said. Across Iran, conservative Friday prayer leaders, appointees of the Supreme Leader, criticized the reformist faction of the regime for the nationwide demonstrations that led to 4000 arrests. The reformists did little in response, but grumbled in private, and, in their public remarks, generally ignored the attacks. (Alireza Taheri) • Tehran-based lawyer <b>Nemat Ahmadi</b>, who, along with other founding members of the defenders of human rights society, signed a statement expressing concern about the prospect of the arrest of four Majles MPs on charges of inciting student protests, tells <b>Radio Farda</b> that judiciary officials have threatened to prosecute Majles MPs after 135 of them signed a letter of protest to the Supreme Leader. He adds that the arrest of four MPs is part of the price to pay for the reforms. He says the statements made by arrested student activist Peyman Aref have no legal bearing on Tehran MP Fatemeh Haqiqat-ju, who, because of her outspokenness, is a target of the conservatives&apos; attacks. (Amir-Mosaddegh Katouzian) <b>France to Dismantle MKO Bases</b> • France will dismantle all the bases of the Mojahedin Khalq Organization (MKO), French interior minister Nicolas Sarkozy said on Friday. <b>Iranians Exiles in Germany Organize “Week of Solidarity” with Students</b> • Cologne-based organization for the defense of Iranian political prisoners organized a rally and announced a week of rallies and other activities to express solidarity with pro-democracy students in Iran. In a statement, they called for the unconditional release of all political prisoners in Iran, and expressed their support for demonstrations in Iran, who defied violent crackdown to call for freedom, referendum and the separation of religion from the state. (Shahram Mirian, Cologne) . علي سجادي(راديو فردا): محمد البرادعي، رئيس سازمان بين المللي انرژي اتمي از ايران خواست با امضاي پروتكل الحاقي پيمان منع گسترش جنگ افزارهاي هسته اي اجازه دهد سازمان بازرسي هاي گسترده تري از تاسيسات هسته اي ايران به عمل آورد و مشخص شودكه اين برنامه ها شفاف است. البرادعي افزود چنانكه ايران اين پروتكل را امضا كند، محدوديت هاي بين المللي در برابر دسترسي آن كشور به تكنولوژي هسته اي به تدريج برداشته خواهد شد. صداي محمد البرادعي: Make sure that we understand all aspects of the program and all aspects of the program has been declared to us. احمد رافت (راديو فردا): آقاي البرادعي گفت ما احتياج داريم که با جنبه هاي گوناگون اين برنامه آشنائي پيدا کنيم و بايد کليه جزئيات اين برنامه به اطلاع ما رسانده شود. شناسائي کامل از تاريخچه برنامه هاي هسته اي ايران و برنامه هاي اين کشور در اين زمينه در حال حاضر و در آينده از اولويت هاي سازمان بين المللي انرژي اتمي به حساب مي آيد. صداي البرادعي: We also would like to have Iran to sign the additional protocol. ا.ر.: البته امضاي پروتكل الحاقي از سوي دولت جمهوري اسلامي نيز يكي ديگر از خواست هاي ماست زيرا امضاي اين پروتكل به ما اجازه خواهد داد از نزديك برنامه هاي هسته اي دولت جمهوري اسلامي را دنبال كنيم. شناخت كامل سياست هسته اي ايران و قابليت و امكان كنترل اين برنامه ها از سوي بازرسان سازمان بين المللي انرژي اتمي اهداف سفر محد البرادعي در چهارشنبه آينده به تهران را تشكيل مي دهد. از آقاي البرادعي مي پرسيم ايا مقامات تهران آمادگي خود را براي امضاي پروتكل الحاقي اعلام كرده اند؟ صداي محمد البرادعي: ] I hope they will do that. I think that&apos;s... ا.ر.: رئيس سازمان بين المللي انرژي اتمي در پاسخ مي گويد اميدوارم آنها اين پروتكل را امضا كنند زيرا همكاري با ما به نفع جمهوري اسلامي ايران است. آنچنانكه قبلا گفته ام پيوستن ايران به اين پروتكل در ايجاد جوي مبني بر اعتماد كمك خواهد كرد و شفافيت برنامه هاي هسته ايران به اين كشور اجازه خواهد داد بتوانند مقدمات همكاري در آينده با ديگر كشورها را فراهم سازند. تا زماني كه به وضوع مشخص نشود ايران قصد استفاده نظامي از برنامه هاي هسته اي خود را ندارد اين چنين همكاري با بسياري از كشورها امكان پذير نخواهد بود و تنها سازمان بين المللي انرژي اتمي است كه مي تواند با كنترل منظم تاسيسات ايران استفاده غيرنظامي از آنها را مورد تائيد قرار دهد. از محمد البرادعي مي پرسيم، مقامات ايراني گفته اند تنها در صورت ابراز آمادگي همكاري كشورهاي غربي با برنامه هسته اي شان، تهران آماده امضاي پروتكل الحاقي است. صداي محمد البرادعي: It is really in their own interest to initiate ا.ر.: آقاي البرادعي در پاسخ مي گويد من براي مقامات تهران توضيح داده ام كه به نفع آنهاست قدم اول را در اين زمينه بردارند زيرا تنها بعد از نشان دادن تمايلشان مبني بر همكاري با ما خواهند توانست قدم به قدم در روندي نه بسيار سريع اعتماد جامعه جهاني را كسب كنند و مقدمات چنين همكاري هائي را فراهم كنند. تا زماني كه شفافيت لازم در برنامه هسته اي ايران وجود نداشته باشد، به گفته آقاي البرادعي، بعيد است كه غرب همكاري در اين زمينه را با اين كشور آغاز كند. البرادعي مي گويد ايران اگر واقعا خواهان حذف تحريم همكاري هسته اي غرب با كشورش است بايد پيشقدم شده در اسرع وقت به خواست هاي سازمان بين المللي انرژي اتمي پاسخ مثبت داده و به طور جدي با ما همكاري داشته باشد. محمد البرادعي: I think that&apos;s whta I understand from the supplier countires, from the European countries. ا.ر.: محمد البرادعي در همين زمينه مي افزايد تا آنجا كه من به سياست هاي كشور هاي توليد كننده فناوري هاي هسته اي و به طور كلي غرب اطلاع دارم، اگر ايران با ما به طور جدي همكاري كند، در آينده زمينه همكاري هاي فني در برنامه هاي هسته اي غيرنظامي آماده خواهد شد. از آقاي البرادعي سئوال مي كنيم آيا نسبت به ملاقات هاي هفته آينده خود با مقامات ايراني خوشبين است؟ محمد البرادعي I hope we will make progress .. and I don&apos;t want to jump the gun... ا.ر.: محمد البراعي گفت اميدوارم در گفتگوهايمان پيشرفت حاصل شود، هرچند كه نمي خواهم از قبل در رابطه با اين ديدارها نتيجه گيري كنم. رئيس سازمان بين المللي انرژي اتمي مي افزايد اگر در جريان اين سفر بتوانيم به طور واضح در رابطه با نحوه همكاري آينده گفتگو كنيم مي توان نتيجه ديدارها را مثبت ارزيابي كرد. من البته آماده هرگونه گفتگوئي با مقامات جمهوري اسلامي ايران هستم وليكن در زمينه شفافيت برنامه هاي هسته اي اين كشور و يا هر كشور ديگري به هيچ وجه حاضر به سازش نيستم. آقاي البرادي در پاسخ به سئوالي در رابطه با وجود حداقل دو تاسيسات هسته اي ديگر در ايران كه مقامات اين كشور تاكنون سازمان بين المللي انرژي اتمي را در جريان وجود آنها نگذارده بودند، مي گويد: محمد البرادعي: I think we&apos;ll ask Iranians about these to sites ا.ر.: ما در رابطه با اين دو محل از ايراني ها اطلاعاتي خواسته ايم كه اميدواريم هفته آينده دراختيار ما قرار دهند تا پس از مطالعه آنها و در صورت لزوم مقدمات بازديد بازرسان سازمان بين المللي انرژي اتمي از اين دو نيروگاه را فراهم آوريم. در خاتمه از محمد البرادعي سئوال مي كنيم آيا اتفاقي است كه او روز 18 تيرماه همزمان با چهارمين سالگرد حمله به خوابگاه دانشجويان دانشگاه تهران به جمهوري اسلامي سفر مي كند. محمد البرادعي: My mission is not realted in any way to that event and I hope this will not be mixed with whatever event they have. ا.ر.: رئيس سازمان بين الملي انرژي اتمي مي گويد ماموريت من به هيچ وجه در رابطه با اين مراسم نيست و اميدوارم هيچكس قصد در رابطه قرار دادن اين دو مسئله را نداشته باشد. محمد البرادعي، رئيس سازمان بين المللي انرژي اتمي، در مصاحبه با راديوفردا مي گويد امضاي پروتكل الحاقي پيمان منع گسترش سلاح هاي هسته اي به نفع برنامه اتمي ايران است زيرا اين كشور در آينده خواهد توانست از كمك كشورهاي پيشرفته در زمينه تكنولوژى اتمي بهره مند شود. وي مي افزايد اين همچنين به نفع ايران است كه در امضاي پروتكل مذكور پيشقدم شود و امضاي آن را به تحقق شرايط ديگري موكول نسازد. وي مي افزايد در سفر خود به تهران در باره تاريخچه و اهداف برنامه اي هسته اي ايران به مطالعه خواهد پرداخت. تا زماني كه شفافيت لازم در برنامه هسته اي ايران وجود نداشته باشد، به گفته آقاي البرادعي، بعيد است كه غرب همكاري در اين زمينه را با اين كشور آغاز كند.
