Tehran-based journalist Said Haqi, publisher of the banned newspaper "Mellat" (nation) says the two MPs may have seen a draft of the directive, which has not been published. Haqi tells RFE/RL that some Expediency Council members want to see it turn into some kind of Senate. Even though the directive has not been approved or published, the rejection of some Majles bills by the Guardians Council for their incompatibility with "the regime's general policy guidelines" shows that, in spite of the reformists' criticism, the directive is already being implemented. The only lever against this directive is public opinion and the Supreme Leader may side with the reformists against the directive. سعيد حقي، مديرمسئول روزنامه توقيف شده «ملت» در مصاحبه با راديوآزادي مي گويد اعتراض دونماينده مجلس به پيش نويس آئين نامه مجمع تشخيص مصلحت نظام در باره نظارت اين مجمع بر سه قوه، نشان مي دهد كه آنها اين پيش نويس را ديده اند. وي مي افزايد با بالاگرفتن اعتراض ها، به نظر مي رسد كه مجمع به زودي ناچار خواهد شد آئين نامه را منتشر سازد. وی می گوید عده ای در مجمع تشخيص مصلحت می خواهند اين نهاد را به نوعی مجلس سنا تبدیل کنند. شورای نگهبان تاکنون تحت عنوان چند مصوبه مجلس را به بهانه عدم انطباق با سياست هاي كلي نظام مصوب مجمع تشخيص مصلحت، رد کرده است كه نشان مي دهد پيش نويس آئين نامه مجمع تشخيص مصلحت قبل از آنكه منتشر شود و به تصويب برسد، در حال اجرا شدن است و اصلاحگراني كه اعتراض مي كنند، از اهرم هاي قدرت براي تغيير اين آئين نامه برخوردار نيستند. ولي مهم ترين اهرم عليه اين آئين نامه، افكارعمومي است و احتمال دارد رهبر جمهوري اسلامي در مخالفت با اين مصوبه با افكارعمومي و اصلاح طلبان همراه شود، چنانكه در مواردي نظير تحقيق و تفحص مجلس از راديوتلويزيون جمهوري اسلامي نيز ديديم رهبر جمهوري اسلامي طرف اصلاح طلبان را گرفت.
